Ukraine must develop as an open, equitable and eco-friendly society

Incubator for Green Communities is an undertaking by representatives of the civil society to jointly create and implement a strategic vision for Ukraine's development, based on sustainable development approach:
The mission of the Incubator for Green Communities is the sustainable development of Ukraine's communities through inclusive forms of societal relations, equitable governance, and attracting the best available eco-friendly technologies.
The Incubator is based on humanist principles, valuing life and dignity, respect for nature, and the internal motivation to take action.

The idea behind the Incubator is that Ukraine needs qualitatively new communities which develop through open (inclusive) forms of societal relations, equitable governance, and attracting the best available eco-friendly technologies.

The primary goal of the Incubator is to help concrete communities achieve sustainability, measurable using indicators of the UN’s Global Goals for Sustainable Development.

The Incubator’s work will be built on the principle of crowdsourcing. We will engage volunteers and professionals for the incubation of local projects and programs aimed at qualitative changes in specific communities in Ukraine. We will work with communities to raise funds, to achieve tangible positive change, to share success stories and learn from others' mistakes, and to disseminate best practices.

One of the priority regions will be Donbas and we are confident that the accumulated experience will come in handy when Ukraine’s control over the occupied areas is restored and the region returns to peaceful life.

Be empathetic, not judgmental

To paraphrase Walt Whitman, I ask you to support people who find themselves in difficult circumstances, and not to judge them on the basis of residence stamps in their passports.

When four years ago I moved to Lviv for work, I did not tell people that was born and lived most of my adult life in Lugansk. Just because I was confident that these details were not relevant to my work in an international organization.

When in the summer of 2014 I had to look for a new apartment to rent, I did not tell my prospective landlord that I was from Lugansk. It occurred to me that I could not answer all the questions that may come not so much about me, as against all my compatriots who were on the other side of the fighting line.

Today, however, continuing to live and work in the socio-cultural space of western Ukraine, I am ready to declare loudly that I am a Luhansk native. I want to give people the opportunity to see the pro-Ukrainian Luhansk residents, make locals question their established opinions about residents of Donbas, shake a little their stereotypes.

Share your ideas about the future of Donbas!

We invite you to think about the future for Donbas - to imagine how it will look, to dream about future possibilities. Working together, we can create a future worth believing in, a Donbas we can be proud to share with others.

Based on your answers, we will draft the Strategy for Donbas. We will then offer this document to the public for debate. We will seek input from focus groups of representatives of local communities, and we also want to hear from internally displaced persons and emigrants, as many us still have hope to return to their homes.

After completing the questionnaire, we encourage experts to join us for further work on the Strategy. If you are interested, please leave your contact information, or email us at strategy@donbas2ua.org.

Ultimately, the Strategy will be the guiding document for the implementation of this initiative. It will serve as a tool for advocacy campaigns and also to inform partners and donors. We are ardent supporters of inclusiveness; thus, we believe that any strategy should be planned and implemented by the people it directly affects.

Participation in local elections - a luxury for the residents of Donbas

Today, on 25 October 2015 local elections are taking place in Ukraine. Most of internally displaced persons (IDPs) do not participate in these elections. The reason for that is the absence of registration of people who have found new homes (outside of the conflict area). According to Ukrainian law, only those who have registered can vote, and they can do that in the district where registered. But we are talking about the election of local legislators who formulate local policies in the bodies of local self-government.

It should be noted that in the Ukrainian society there is a discussion - whether to allow IDPs to vote. Proponents of providing IDPs suffrage prepared a bill №2501a-1 "On amendments to some legislative acts on ensuring the electoral rights of internally displaced persons". The bill proposes to provide that IDPs have the right to vote at the address of residence mentioned in the certificate of registration of internally displaced persons after filing of a corresponding application. This application must be submitted in person at the Voter Register managing body responsible for making changes to the electronic database.
